conda 安装 python 时出现 `[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed` 的解决办法

如在stableDiffusion WebUI中使用Extras图像放大功能时，如果Upscaler选用LDSR,生成时却在命令行弹出错误无法运行的话：

URLError: <urlopen error [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: self signed certificate in certificate chain (_ssl.c:997)>

保存为 install_certifi.py 并执行，实现证书同步
